If a power supply puts out more power than the CPU can handle will the CPU fry? – OR- Is the CPU designed to take only so much power and ignore the “extra”

If the Power Supply Unit (PSU) is faulty then it can fry the motherboard, and maybe also the CPU. But if the PSU is working then it can deliver 300W or 1000W and the CPU will do just fine.
