I can't connect to my own computer using ip address. (I used ipv4 address which is obtained from ipconfig and it works fine in connecting my computer, but when i use ip address obtained from whatismyip.com or any ip given by my friends i can't connect. The syntax i usually use is like this...
net use Q: \\(ip address without braces)\(share name)

Since you are using IP address, then Netbios has nothing to do with it. The problem is that you have to open your firewall to anyone on the Internet to access your computer.
Usually this is not wanted, so instead one uses applications like DropBox to share files with other people. Alternative you can setup a WebDAV or a FTP site, on your computer and then configure your internet router to perform proper port forwarding.
