The WinHttpAutoSvc implements proxy configuration discovery for WinHttp clients. It performs the lookup done by WinHttpGetProxyForUrl(). Applications use the service to sandbox autoproxy script execution away from the client process.More Info MSDN - WinHTTP AutoProxy Support
